Currently a register-only stub. Replace it with a working model of Reset controller that actually exhibits the hardware behavior. What it is: Per-domain reset. Why it matters: Reset behavior.

Current state

Status: Stub only (registers, no behavior). Notes / evidence: Reset bits stored only; asserting a reset has no effect on any target peripheral (RK is_in_reset() is dead code).
