As an operating-system developer, I want vemu to complete its PCIe root complex (config space, BARs, MSI-X), so that I can attach and drive PCIe devices such as NVMe and xHCI on virt/server boards.

Why it matters

Attach PCIe devices (NVMe, xHCI) on virt/server boards

Summary

ECAM config space, BAR windows, MSI-X, INTx routing

Scope of work

Partially modeled. Complete the missing mechanics of PCIe root complex / host bridge. What it is: ECAM config space, BAR windows, MSI-X, INTx routing. Why it matters: Attach PCIe devices (NVMe, xHCI) on virt/server boards.

Current state

Status: Partially implemented. Notes / evidence: vemu-pcie config-space + BAR + MSI-X capability + MSI doorbell egress; single host bridge, no ITS receiver.
