As a firmware developer, I want vemu to finish its Cortex-A53 quad-core (BCM2837) model, so that I can depend on pi 3 family / Zero 2 W (the easiest 64-bit Pi target) for production firmware, not just the common path.

Status: Partially implemented. Notes / evidence: A53 single-core modeled (vemu-cortex-a); quad/SMP bring-up is stubbed.
